The Russian government has agreed to additional tariff indexation rail freight, OAO "RZD" in 2018 1.78%. The issue was debated on 23 November at a meeting with Deputy Prime Minister Arkady Dvorkovich. The consumer Council of Russian Railways voted on the question of allowance on November 22 at the meeting were senior Vice-President of monopoly Vadim Mikhailov. In his presentation stated that the refusal will lead to a reduction of the investment program in 2018 by 90.1 billion rubles, RZD is ready to partially compensate for the customers loss from allowances. So, the company can work with a subsidiary of the PGA to limit the growth of the railcar component. According to the Railways, the wagon component of the containment will reduce their income from dividends of RUB 4 billion.

The Council by a majority of voters agreed with the proposals of the Railways. Among the obligations of the company in exchange for it is written, in addition to the costs of the PGA, "use in forming the tariff policy of Russian Railways until 2025 uniform approach to the indexation of tariffs for separate kinds of cargoes while maintaining the current within the framework of the price list № 10-01 tariff system". According to one of interlocutors of the edition, this means that a radical revision of the basic tariff document of monopolies is postponed until 2025.
