Belarus thought about the "response" to the actions of the Russian customs

Question the failure of the Federal customs service (FCS) of Russia certificates and declarations of the EAEU countries requires prompt solutions. Otherwise, the member countries of the Eurasian economic Union will be forced to take “response”. This is stated in the message of press-service of Gosstandart of Belarus. It recalled that since February this year, the FCS of the Russian Federation does not accept documents on conformity assessment of products to requirements of the uniform technical regulations of the Customs Union, issued and registered in Armenia, Belarus, Kazakhstan and Kyrgyzstan for the customs Declaration of goods crossing the customs border of Russia.
“This unilateral action by the Russian side due to various reasons: the defect of the software when entering data in the Unified automated information system of customs authorities of the FCS of Russia, the lack of integrated Unified register of issued certificates and registered declarations of the Customs Union in electronic form, a high degree of risk of the delivered goods that require additional verification documents and procedures for conformity assessment from the Federal customs service of Russia», — said in a statement. The result — “artificially created the conditions in which all incoming products should have the documents on conformity assessment, obtained or registered in the Russian Federation”. The state standardization Committee believe that the current situation is forcing importers and manufacturers of EEU countries to undergo procedures of conformity assessment in certification bodies of Russia and, accordingly, refusal of services of certification bodies of other countries of the EEU.
This step is a violation of the EEC Treaty, under which member States shall ensure on its territory the circulation of products conforming to the requirements of technical regulations of the Union, without the necessity of additional conformity assessment procedures, and issued or accepted document on the assessment of conformity to a single form recognized in all countries of the EEU. Also, the applicants may apply for conformity assessment to the relevant authorities of any member States. Only one condition — the certification bodies and testing laboratories should be included in the Unified register of certification bodies and testing laboratories (centers) of the Customs Union, said the state standard of Belarus. The situation is exacerbated by the fact that, in the opinion of the Committee, in recent years on the territory of the EAEU has formed a network of certification bodies engaged in illegally issuing certificates of compliance without passing the required tests and proof of conformity of products to requirements of technical regulations of the Customs Union. To some extent this was facilitated by the illegal actions of the Russian FCS in the above situation, which were used by the Russian certification bodies by customs offices of their representatives to issue certificates of “on my knees under any order”, said the state standard of Belarus.
