In Russia will appear the first duty free shops in the baggage hall

In the largest Russian airport Sheremetyevo to the world Cup 2018 should open the first in Russia the duty free shops (Duty Free) in the baggage claim areas. Now they are only placed in the departure areas. Innovation will be possible thanks to changes in legislation of the EEU from 1 January. According to experts, the experience of Sheremetyevo will be quickly replicated in other major air harbours of the country. As expected, due to the opening of new stores sales of airport Duty Free could grow by at least 20%.

The management company JSC "Sheremetyevo international airport" duty free shops will be opened in the arrivals areas. In addition to the "sterile zones" will appear through stores like Duty Free and Duty Paid (last payment of the fees, for example, for domestic flights), where passengers will be able to make all the necessary purchases in one place.
— Planned construction of a through Duty Free shops and Duty Paid, as well as the creation of Duty Free in the baggage claim area. Shops should be opened after the adoption of relevant legislation at the national level, the expected timing of their appearance — the first half of 2018.

The opening of Duty Free in the arrivals areas of airports and in the arrivals areas of the sea ports will be achieved with effect from 1 January 2018 Customs code of the Eurasian economic Union (EEU). He replaces the incumbent with the 2010 Customs code of the Customs Union.

As explained by the representative Eurasian economic Commission (ECE) Natalia Sachenok, the new rules apply not only to cases of arrival in one of the EAEU member States from third countries, and flights between States of the Union. For example, traveling from Minsk to Moscow, a passenger on their boarding pass to purchase goods in the duty free shop at departure and at arrival. Now duty-free sales of goods to persons who are displaced within the Eurasian space, is prohibited.

Now Duty Free shops in all the countries of the EEU, except for Armenia, are only in the departures area of the airports. In Armenia such shops in the arrivals areas existed before the accession to the EAEU and kept up to date in the framework of the "transitional provisions".

Executive Director of the Eurasian Association duty free Zoloeva Fatima explained that in Russia there is a formation of the new customs law in connection with the entry into force of the Customs code of the EAEU. The bill is at the stage of interagency coordination. It is expected to take effect from 1 January. After this, you will need to make a few regulations — work on them should begin in the near future.
— We want duty-free shops in the arrivals area appeared before the start of the world Cup — said Fatima Dzoblaev. — Opening new sales channels will bring additional revenues of the Federal budget and the regions. While regional airports will be able to receive invaluable support in the growth portion of non-aeronautical revenues.

According to preliminary results, growth of sales at Duty Free shops in airports can be at least 20%, added Fatima Dzoblaev. According to her, in Russian stores you plan to support prices on comparable foreign.

According to independent analyst Dmitry Adamidou, much will depend on the specific airport policies and positions of the customs and tax services.
— Passengers somehow consistently limit the free transportation of baggage and hand Luggage. So the idea Duty Free after arrival appears to be quite viable, — said Dmitry Demidov. — Moreover, the rare tourist will resist the temptation to take alcohol with a good discount, even after landing. We can therefore expect that the experience Sheremetyevo fast enough to be replicated in other air harbors. Of course, it will be necessary to look closely at the specific implementation of the idea, but potentially a niche can be considerable and include not only the traditional Duty Free assortment — alcohol and goods to travelers.

Representatives of Sheremetyevo also said that to increase profitability are going to maximize the total amount of commercial space, as well as to optimize their location, including in the most sought after areas of the airport. Among other plans — creation on the territory of the airport mini-Mall, which will feature a wide range of clothing stores and accessories. In the Sheremetyevo will also expand the list of related paid services for passengers — will open Bank branches, pharmacies, store, as well as a supermarket in the arrivals area.
