Dispute with certificates EEU repaid. But the distrust of the Russian customs survived

Russian customs officers are obliged to accept the certificates of the EAEU with automatic registration of customs declarations irrespective of the country in which Union they were issued. The decision was taken at a meeting of the Council of the Eurasian economic Commission (EEC) on may 17. But, according to market participants, now much will depend on how it will fulfill the Federal customs service of Russia. C February this year, the Federal customs service of the Russian Federation does not accept documents on conformity assessment of products to requirements of the uniform technical regulations of the Customs Union, issued and registered in Armenia, Belarus, Kazakhstan and Kyrgyzstan for the customs Declaration of goods crossing the customs border of Russia.
Last week, the state standardization Committee of Belarus stated that the FCS of the Russian Federation violates the agreements, and threatened to take retaliation measures. In Minsk also said that the draft decision of the EEC Council dated 28 April 2017 on the question "does not allow to promptly solve the problem." Gosstandart of Belarus has sent a resolution (a copy is in TUT.BY), removing the ambiguity of the interpretations in part of the rights of "authorized organizations" and all "prohibitions and restrictions". At the EEC Council meeting on 17 may decided that the customs authorities of the countries of the Eurasian economic Union "shall ensure the adoption of a single document on the assessment of compliance issued in all States of the EEU, and the release into circulation on the territory of the Union of goods from third countries with such documents."Deputy Prime Ministers of the EAEU has instructed the customs authorities to study the issue of cooperation with the competent structures, major national segments of the common registers. This will allow time to obtain information about the availability of documents on conformity assessment of goods from third countries, put into circulation, said the press service of the EEC. "Our initiatives are reflected in the EEC. We hope that the situation will be solved", — said today TUT.BY the state Committee for standardization of Belarus. Downtime business cost
However, market participants are not yet optimistic expectations. They say much will depend on behaviour of the Russian customs. All they see when checking the declarations. Without a single database cannot automatically check the authenticity of certificates issued in the countries of the EEU. Companies will have to confirm documents and it will take time. "There was a meeting with the participation of [first Deputy Prime Minister Igor] Shuvalov and the [Russian] customs officials said that test only selectively, because it dramatically increased the number of certificates issued outside Russia. But the sample part is a small percentage. The Russian government may not prohibit customs officers to perform their functions to ensure supplies of safe products," says an informed source.According to him, many foreign companies receive a certificate in Belarus, not in Russia, because "there are better and cheaper." Plus, in Russia for some products was not accredited laboratories. So we had to go to Kazakhstan. The February decision of the FCS has reshaped the market. The situation has forced the importers and manufacturers of EEU countries to undergo procedures of conformity assessment in certification bodies of Russia and, accordingly, refusal of services of certification bodies of other countries of the EEU. But the quality of issued Russian certificates questioned in Belarus. They wrote, "on my knees under any order," said the state standardization Committee of Belarus.
Business, downtime at customs expensive. Can solve the problem of a single registry database of the countries of the Union. But when is created a registry — not clear. Now the unified register of certificates is at the level of the EEC, but the Commission is not responsible for the completeness and accuracy of data in it. According to the representative of the EEC, a unified system may eventually be created. While it is better to obtain the certificate in Russia, wrote on 17 may, the newspaper "Vedomosti". The state standard is going to fight back unsafe products Problems with the electronic Declaration of imports in February are faced suppliers different goods, but primarily electronics. Today on a press-conferences in Minsk the head of state surveillance and control of Gosstandart Igor Bussel said that as a result of inspections in January and April found that more than 60% of the tested imported electrical products does not meet the requirements of technical regulations of the EEU. Standard also issued orders banning the importation of 52 names of unsafe products (lamps, bulbs and electric lights, cables, wall charger, etc.). Terminated on the territory of Belarus 29 wrongly issued or registered documents on conformity of the Customs Union. Bussell also informed that in order to reverse the negative situation with the electrical engineering market of the country, the state standard was prepared and sent relevant proposals to the Council of Ministers, already approved. In particular, it is planned to include in the Register of dangerous products prohibited for import and (or) circulation on the territory of Belarus, an optional section that will include photos of dangerous products. It is also proposed not to admit to trading "Belarusian universal commodity exchange" of manufacturers and suppliers whose products are included in the registry; repeated (two or more times in a calendar year) identifying hazardous products, prohibit the import of all products of this manufacturer in Belarus to eliminate the causes that caused the data breach. Information on identified non-conforming products will be actively publicized in the media. In addition, the state standard plans to appeal to the Ministry of Antimonopoly regulation and trade a proposal to hold a series of meetings with the largest online retailers of electrical products, to take joint decisions to significantly reduce violations in relation to these products.
